Some criteria to keep
in
mind:
- well-movitated:
identifies important issues(s) to address
- significance:
addresses the issues in a significant way; other analytical options are
discussed/rejected
- well-structured:
paper is clearly organized, has an initial overview, a final summary,
structure is logical
- focused:
goals are clearly stated; conclusion expressed in terms of goals
- situated:
relevant papers are cited
- exemplified:
analogies are intuitive and well-explained
- accessible:
technical terminologies are explained on first use, paper is
self-contained, has careful development of new concepts.
- evaluated:
evaluation methodology is explained clearly, novel techniques are
adequately explained and justified, results are described in sufficient
detail.

- Briefly, what
is
the question the paper is trying to answer? what is its approach?
- What are the
major
strengths and weaknesses of this paper?

and Suggestions:
- What
can the author do to improve this paper? Consider the criteria
listed
above.
- Is
the question asked by the paper significant? How significant
is the paper's answer?
- Does
the approach taken in this paper make sense?
- Are
there aspects of the paper that you would like to see the
