Conclusion

SCORM is an important initial step towards fulfilling of ADL's mission. Though the initial versions of SCORM were not stable and not many commercial tools were developed from them. There seems to be an increase in the number of SCORM compliance tools which is attributed to the stability of newer versions.

Discussions are underway within many organizations regarding "next generation" web-based learning architectures. These are expected to result in implementable specifications.
