Problem : Network has restricted capacity and limited buffering

Solution : Prefetching , deliver object partially

User can specify the following parameters

1. Maximum allowable percentage data loss : acceptable data loss for each object
2. Presentation rate ratio : ratio of the required rate of presentation to the nominal one

Example : every third frame can be dropped in NTSC quality video
