The user model is used to conceptually realize the needs of the user. In the Train Traffic Notification System, these needs are centered around the nature of emergencies. For example, in the event of an emergency, a police officer, who would be identified by the system by the in-vehicle display type that requested the crossing information from the Rail Traffic Notification System, would be provided with periodically updating information.
