Our concern is how agents needed for a mission/operation that will be part of the emergency/crisis management operations can be self-organizing to initialize and control their own missions/operations.

The self-organizing process in the proposed approach can be seen as part of a management cycle in which the instantiated agent(s) may repeatedly consult the handbook for further information.

The instantiated agents can also start a series of mission control loops.
