1) A runtime or execution environment

2) Extensible services, which are provided by Microsoft, which include transactions, security, real enough time, load balancing, and automatic memory management. Additional extensible services will be provided by third party developers

3) Innovation, with key concepts such as Interception, which enables many of the extensible services which COM+ provides
