Classes of stakeholder:

• users - most important
• domain experts - supply developers with knowledge
• managers - most likely a supervisor - "orchestral" responsibilities.  Determining her authority, sociopolitical standing in the company is a delicate process
• developers - design team, supervise implementation

          software librarian - advise use of old components or creation of new ones

• regulators - government agencies, standards organizations, and trade groups.  Explicit delegation
