Volatility is acceptable in early phases of req. gathering

Manager of requirements engineering process determines when disciplined change control is to begin.  "Freeze" the requirements.

Change Control Board (CCB) - approves further changes.

Criteria for change: 

•     Rationale - A function of time.  As time t approaches delivery date, rationale r must pretty darn convincing.
•     Analysis of impact on cost and schedule.
